His Excellency The Governor
Hong Kong.
Hong Kong. 26th October 1904.
Your Excellency,
In forwarding the enclosed application from Major J.J.O'B. Sexton, I am of opinion that this officer's remuneration under para. 267 Royal Warrant is only fair.
Can you give me your authority for issuing the 15/- day as a first-class officer Interpreter to Major Sexton, having obtained the sanction of the Russian Consul General, so that the charges may be added to the total cost of the internment of the Russian prisoners here?
If unable to grant authority may I ask that you will recommend the application to the Colonial Secretary in London.
I have the honour to be,
Your Excellency's Obedient Servant,
Major General,
Commanding Troops South China.
